The idea of migration is held in the Sahel not only by migrants, but also by people working around migration flows, to exploit or regulate them. As a result, a policy of border externalisation will not be accommodated in the region.
Jos Meester is a senior research fellow at Clingendael's Conflict Research Unit (CRU). He leads the research unit’s work on the Horn of Africa and business operations in developing countries. Besides this, he also leads Clingendael’s work on Early Warning and Early Action (data analytics), and is involved in climate change adaptation, geopolitics vis-à-vis China and other advisory services for Corporate Clients. He combines experience in corporate strategy and operations with hands-on knowledge of political-economic development in the Horn of Africa.
