In June 2024, Clingendael Academy conducted a cyber diplomacy training in Addis Ababa in close collaboration with the Ethiopian Institute of Foreign Affairs (IFA). A total of 26 participants ranging from Ethiopian attaches, diplomats and civil servants from various ministries gathered to discuss trends and developments in the international cyber domain.

During this training, the participants gained insights into the cyber threat landscape, analysing trends and developments in the cyber domain. Clingendael also presented a new innovative training product on espionage and spyware in the cyber domain, to increase knowledge and awareness on methods of spyware surveillance and facilitate discussions on risks and chances.

Participants also participated in discussions with regards to the normative framework in the UN context, while focusing on political agendas of states and non state actors therein. They had the chance to explore different international and multilateral processes to contribute to cybersecurity and practiced with cyber attribution and diplomatic responses during a cyber crisis simulation.

Clingendael Academy enjoyed the thought-provoking discussions and looks back on a successful programme, organised together with our long-standing partner IFA.
